Narrative:

On this day at jfk tower; our supervisor called in sick. Our manager did not call anyone to replace the supervisor; now a controller in charge had to take his place. We were already short staffed. We were using runway 4R and runway 4L; our most challenging set up as the runways must be treated as 1 runway. We were in swap; which was very challenging. I believe that it was unsafe as we were unable to properly staff the position required to effectively handle the amount of traffic that we had. The workload was overwhelming and my concern was that there was not enough people to split the local position until XC30 pm. Normally; the lcls are split between XA00 and XB00 because of the arrival push. There was not enough people to have a local coordinator who could help; especially with the swap. The local controller (who was also the controller in charge) said that he was unable to safely clear the departures for takeoff; so few departed.

Title: JFK CTLR EXPRESSED CONCERN REGARDING STAFFING AVAILABILITY AND LACK OF CALL OUT OVERTIME.

Narrative: ON THIS DAY AT JFK TWR; OUR SUPVR CALLED IN SICK. OUR MGR DID NOT CALL ANYONE TO REPLACE THE SUPVR; NOW A CIC HAD TO TAKE HIS PLACE. WE WERE ALREADY SHORT STAFFED. WE WERE USING RWY 4R AND RWY 4L; OUR MOST CHALLENGING SET UP AS THE RWYS MUST BE TREATED AS 1 RWY. WE WERE IN SWAP; WHICH WAS VERY CHALLENGING. I BELIEVE THAT IT WAS UNSAFE AS WE WERE UNABLE TO PROPERLY STAFF THE POS REQUIRED TO EFFECTIVELY HANDLE THE AMOUNT OF TFC THAT WE HAD. THE WORKLOAD WAS OVERWHELMING AND MY CONCERN WAS THAT THERE WAS NOT ENOUGH PEOPLE TO SPLIT THE LCL POS UNTIL XC30 PM. NORMALLY; THE LCLS ARE SPLIT BTWN XA00 AND XB00 BECAUSE OF THE ARR PUSH. THERE WAS NOT ENOUGH PEOPLE TO HAVE A LCL COORDINATOR WHO COULD HELP; ESPECIALLY WITH THE SWAP. THE LCL CTLR (WHO WAS ALSO THE CIC) SAID THAT HE WAS UNABLE TO SAFELY CLR THE DEPS FOR TKOF; SO FEW DEPARTED.
