Narrative:

Left-hand pack was placarded inoperative prior to flight. During climb out; pressurization flow light illuminated. Proper checklist was completed with no effect. Aircraft was leveled at 10000 ft to further examine the problem. When it was determined that the pressurization could not be properly controled; we elected to return to chicago. Fuel was burned off to ensure we were below maximum landing weight. Aircraft was landed without further incident.
