Narrative:

Orlando international ATC tower (mco) assumed control of a large block of airspace; previously known as the 'patrick' airspace as it was an entire facility controled for many yrs by patrick AFB. The training provided to the mco ATC controllers was grossly inadequate and constitutes an unsafe condition to the users and unfair performance expectations on the mco ATC controllers work force. In order to better describe the information required to competently work this new airspace; I have listed a sample of what information/knowledge is needed to be certified on this new airspace. 1) the boundary lines; altitudes; airways and airports that fall within said boundaries. This airspace is 2 separate sectors (kape and palm) and encompasses approximately 60 mi north to south and 50 mi east to west over the east coast of florida from the surface to 5000 ft. It starts approximately 20 mi south of daytona beach south to approximately 15 mi south of the mlb airport. East to west approximately 10 mi east of space coast airport (tix) east to approximately 2 mi east of cape canaveral. 2) 7 airports: mlb; cof; tix; coi; X21; tts and xmr. A busy flight school based at mlb with approximately 60 aircraft. A busy helicopter training facility located at tix with approximately 70 helicopters. Space center and shuttle landing facility. Victor 3 one of the busiest victor airways on the east coast. 3) 7 new LOA's between mco and other facilities or entities that break down point by point who is responsible for what service and how it will be accomplished. Each of these letters is a minimum of 3 pages. 4) 25 new instrument approachs of which 14 are used on a regular basis with fixed wing and helicopters training from approximately XA00 through XP00.

IT STARTS APPROX 20 MI S OF DAYTONA BEACH S TO APPROX 15 MI S OF THE MLB ARPT. E TO W APPROX 10 MI E OF SPACE COAST ARPT (TIX) E TO APPROX 2 MI E OF CAPE CANAVERAL. 2) 7 ARPTS: MLB; COF; TIX; COI; X21; TTS AND XMR. A BUSY FLT SCHOOL BASED AT MLB WITH APPROX 60 ACFT. A BUSY HELI TRAINING FACILITY LOCATED AT TIX WITH APPROX 70 HELIS. SPACE CTR AND SHUTTLE LNDG FACILITY. VICTOR 3 ONE OF THE BUSIEST VICTOR AIRWAYS ON THE EAST COAST. 3) 7 NEW LOA'S BTWN MCO AND OTHER FACILITIES OR ENTITIES THAT BREAK DOWN POINT BY POINT WHO IS RESPONSIBLE FOR WHAT SVC AND HOW IT WILL BE ACCOMPLISHED. EACH OF THESE LETTERS IS A MINIMUM OF 3 PAGES. 4) 25 NEW INST APCHS OF WHICH 14 ARE USED ON A REGULAR BASIS WITH FIXED WING AND HELIS TRAINING FROM APPROX XA00 THROUGH XP00.
