Narrative:

Aircraft X departed ssi airport VFR and called looking for his IFR clearance. I cleared aircraft X 'leaving 4000; cleared to dnl; via direct; climb and maintain 7000.' he read back the clearance 'out of 4000; cleared to dnl; via direct; and up to ten.' I failed to detect the discrepancy. When aircraft X was approaching 7000 ft; I called traffic; '2 O'clock; 4 mi; opposite direction; at 8000.' aircraft X; replied looking for traffic and kept climbing. I thought he was cleared to 7000 ft and he thought he was cleared to 10000 ft. When conflict alert activated; I descended aircraft X to 7000 ft immediately.

Narrative: ACFT X DEPARTED SSI ARPT VFR AND CALLED LOOKING FOR HIS IFR CLRNC. I CLRED ACFT X 'LEAVING 4000; CLRED TO DNL; VIA DIRECT; CLB AND MAINTAIN 7000.' HE READ BACK THE CLRNC 'OUT OF 4000; CLRED TO DNL; VIA DIRECT; AND UP TO TEN.' I FAILED TO DETECT THE DISCREPANCY. WHEN ACFT X WAS APCHING 7000 FT; I CALLED TFC; '2 O'CLOCK; 4 MI; OPPOSITE DIRECTION; AT 8000.' ACFT X; REPLIED LOOKING FOR TFC AND KEPT CLBING. I THOUGHT HE WAS CLRED TO 7000 FT AND HE THOUGHT HE WAS CLRED TO 10000 FT. WHEN CONFLICT ALERT ACTIVATED; I DSNDED ACFT X TO 7000 FT IMMEDIATELY.
