Narrative:

Maintenance delivered the aircraft from the hangar to us for our departure; and upon entering the cockpit; we discovered that the mechanic had failed to disconnect the steering using the yoke trigger (as we are required to do by the shutdown check); and that he had left both packs on in full cold in the manual (knob-out) setting. He had departed before I had the chance to inquire further. Before the steering had been disconnected; there were several ramp personnel working on hooking up the tug tow bar who could have been injured had the first officer turned on the hydraulics for the control check.

Title: EMB135LR FLT CREW DURING PREFLT DISCOVERS IMPROPER MAINT PERFORMED.

Narrative: MAINT DELIVERED THE ACFT FROM THE HANGAR TO US FOR OUR DEP; AND UPON ENTERING THE COCKPIT; WE DISCOVERED THAT THE MECH HAD FAILED TO DISCONNECT THE STEERING USING THE YOKE TRIGGER (AS WE ARE REQUIRED TO DO BY THE SHUTDOWN CHK); AND THAT HE HAD LEFT BOTH PACKS ON IN FULL COLD IN THE MANUAL (KNOB-OUT) SETTING. HE HAD DEPARTED BEFORE I HAD THE CHANCE TO INQUIRE FURTHER. BEFORE THE STEERING HAD BEEN DISCONNECTED; THERE WERE SEVERAL RAMP PERSONNEL WORKING ON HOOKING UP THE TUG TOW BAR WHO COULD HAVE BEEN INJURED HAD THE FO TURNED ON THE HYDS FOR THE CTL CHK.
