Narrative:

Aircraft on chilly departure out of phoenix. Thunderstorms have been building for hours. The gladden and baghdad MOA and atcaa's were active and the center was unable to get the airspace capped for deviating traffic. The air carrier went to the west of the departure because of the thunderstorms. He was in or got very close to the protected airspace (3 mi) of the gladden MOA/atcaa. This airspace needs to be released to the center in a more timely manner to ensure the safety of the flying public into and out of the phoenix area.

Title: ZAB CTLR DESCRIBED POSSIBLE OPDEV AS ACR ON PHX SID MAY HAVE ENTERED MIL MOA ATCAA DURING UNCOORD WX DEV.

Narrative: ACFT ON CHILLY DEP OUT OF PHOENIX. TSTMS HAVE BEEN BUILDING FOR HRS. THE GLADDEN AND BAGHDAD MOA AND ATCAA'S WERE ACTIVE AND THE CTR WAS UNABLE TO GET THE AIRSPACE CAPPED FOR DEVIATING TFC. THE ACR WENT TO THE W OF THE DEP BECAUSE OF THE TSTMS. HE WAS IN OR GOT VERY CLOSE TO THE PROTECTED AIRSPACE (3 MI) OF THE GLADDEN MOA/ATCAA. THIS AIRSPACE NEEDS TO BE RELEASED TO THE CTR IN A MORE TIMELY MANNER TO ENSURE THE SAFETY OF THE FLYING PUBLIC INTO AND OUT OF THE PHOENIX AREA.
