Narrative:

Climbing through 9100 ft after handoff from msn departure to chi center 133.3. Told by center to level at 9000 ft -- instantly told that was impossible; and took over control of aircraft. Stopped climb at 9600 ft and hand flown back to 9000 ft. Confirmed IFR status with chi center and saw another aircraft evading us in a right turn. No RA. Chi center recommended a turn for us but we were too busy stopping a climb and looking for conflicting traffic. Loss of coordination seemed to happen on handoff between departure and center. Clearance was given to 10000 ft on initial contact (as best I can remember) with chi center. Climb clearance was confirmed when issued.
