Narrative:

Cleared to fly to airport from 20 mi out. Airport has 2 runways -- runway 31L and runway 31R. We were cleared to a left downwind to runway 31R. We saw a runway and locked in on it visually. Tower cleared us to land on runway 31R. We landed on runway 31L. Tower could not see us until we were on the ground. Due to the poor visibility should have flown an instrument approach. The first officer was flying and overshot final. We could not see the other runway even during the overshoot. Our military-provided approach plates only show one runway on the airfield diagram. That and target fixation was the main cause for this incident. I will take more diligence in preflight planning and airfield layout study in the future. No other airplanes were active on the airfield during this incident.

Title: C130H FLT CREW LANDS ON THE WRONG RWY AT LA DARFA; UAE.

Narrative: CLRED TO FLY TO ARPT FROM 20 MI OUT. ARPT HAS 2 RWYS -- RWY 31L AND RWY 31R. WE WERE CLRED TO A L DOWNWIND TO RWY 31R. WE SAW A RWY AND LOCKED IN ON IT VISUALLY. TWR CLRED US TO LAND ON RWY 31R. WE LANDED ON RWY 31L. TWR COULD NOT SEE US UNTIL WE WERE ON THE GND. DUE TO THE POOR VISIBILITY SHOULD HAVE FLOWN AN INST APCH. THE FO WAS FLYING AND OVERSHOT FINAL. WE COULD NOT SEE THE OTHER RWY EVEN DURING THE OVERSHOOT. OUR MIL-PROVIDED APCH PLATES ONLY SHOW ONE RWY ON THE AIRFIELD DIAGRAM. THAT AND TARGET FIXATION WAS THE MAIN CAUSE FOR THIS INCIDENT. I WILL TAKE MORE DILIGENCE IN PREFLT PLANNING AND AIRFIELD LAYOUT STUDY IN THE FUTURE. NO OTHER AIRPLANES WERE ACTIVE ON THE AIRFIELD DURING THIS INCIDENT.
