Narrative:

I have found that the fuelers at cyyz are continuously filling out the fuel sheet wrong. Today I found that the actual in tanks after fueling are written in prior to fueling. I asked about this practice and was told that at cyyz the way they fill out a fuel sheet is to take the desired; divide by 2; and put that value in on the actual lines prior to fueling. I informed the station that these lines are for the actual value after fueling read from the gauges. I was told that this was not the way they did it at cyyz. I have noticed in the past that they also take the block fuel; divide by 2; and enter that number into the pre lines without ever looking at the gauges -- also a practice I inquired about and was told that is how they do it at cyyz. Why even have a fuel sheet?

Title: B737-300 CAPT RPTS FUELERS AT A FOREIGN STATION ARE FILLING OUR FUELING SHEETS; INCLUDING ACTUAL FUEL IN EACH TANK PRIOR TO ACCOMPLISHING THE PROC ITSELF.

Narrative: I HAVE FOUND THAT THE FUELERS AT CYYZ ARE CONTINUOUSLY FILLING OUT THE FUEL SHEET WRONG. TODAY I FOUND THAT THE ACTUAL IN TANKS AFTER FUELING ARE WRITTEN IN PRIOR TO FUELING. I ASKED ABOUT THIS PRACTICE AND WAS TOLD THAT AT CYYZ THE WAY THEY FILL OUT A FUEL SHEET IS TO TAKE THE DESIRED; DIVIDE BY 2; AND PUT THAT VALUE IN ON THE ACTUAL LINES PRIOR TO FUELING. I INFORMED THE STATION THAT THESE LINES ARE FOR THE ACTUAL VALUE AFTER FUELING READ FROM THE GAUGES. I WAS TOLD THAT THIS WAS NOT THE WAY THEY DID IT AT CYYZ. I HAVE NOTICED IN THE PAST THAT THEY ALSO TAKE THE BLOCK FUEL; DIVIDE BY 2; AND ENTER THAT NUMBER INTO THE PRE LINES WITHOUT EVER LOOKING AT THE GAUGES -- ALSO A PRACTICE I INQUIRED ABOUT AND WAS TOLD THAT IS HOW THEY DO IT AT CYYZ. WHY EVEN HAVE A FUEL SHEET?
