Narrative:

After a normal launch from normal cpr yard launch site; flight was to proceed to the next valley east -- soda canyon. That canyon was obscured with surface fog. Continuing east; each valley was obscured to pleasant valley. A normal; controled descent to a large; passenger safe; balloon landing site was executed without crew assistance or land owner permission. Safely on the ground the land owner (a commercial; fixed wing pilot) complained that all balloon lndgs; without proper 'flight plan' are not FAA legal and should be prohibited in the future. There were no injuries (stand-up; soft landing); no damage to anything.

Title: THE HOT AIR BALLOON PLT; CARRYING PAX; WAS UNABLE TO LAND AT HIS INTENDED LNDG POINT DUE TO GND FOG. LANDED IN A CLR AREA WITHOUT LAND OWNER PERMISSION.

Narrative: AFTER A NORMAL LAUNCH FROM NORMAL CPR YARD LAUNCH SITE; FLT WAS TO PROCEED TO THE NEXT VALLEY E -- SODA CANYON. THAT CANYON WAS OBSCURED WITH SURFACE FOG. CONTINUING E; EACH VALLEY WAS OBSCURED TO PLEASANT VALLEY. A NORMAL; CTLED DSCNT TO A LARGE; PAX SAFE; BALLOON LNDG SITE WAS EXECUTED WITHOUT CREW ASSISTANCE OR LAND OWNER PERMISSION. SAFELY ON THE GND THE LAND OWNER (A COMMERCIAL; FIXED WING PLT) COMPLAINED THAT ALL BALLOON LNDGS; WITHOUT PROPER 'FLT PLAN' ARE NOT FAA LEGAL AND SHOULD BE PROHIBITED IN THE FUTURE. THERE WERE NO INJURIES (STAND-UP; SOFT LNDG); NO DAMAGE TO ANYTHING.
