Narrative:

Aircraft APU electrics inoperative. This required leaving 1 engine running until ground power applied. This gate has an uphill grade; so captain delayed shutting down #2 engine until we were within about 4 ft of the stopping point. The moment the aircraft stopped; I observed the ramp crew move the belt loader into position for the forward cargo door; right in front of the #2 engine; which fortunately had been shut down seconds earlier. The anti-collision light was still illuminated. Upon completion of the checklists; maintenance personnel came to the flight deck; expressing concern over the situation.

Title: B737 FLT CREW HAS GND PERSONNEL APCH THE ACFT WHILE #2 ENG IS WINDING DOWN AND BEACON IS ON.

Narrative: ACFT APU ELECTRICS INOP. THIS REQUIRED LEAVING 1 ENG RUNNING UNTIL GND PWR APPLIED. THIS GATE HAS AN UPHILL GRADE; SO CAPT DELAYED SHUTTING DOWN #2 ENG UNTIL WE WERE WITHIN ABOUT 4 FT OF THE STOPPING POINT. THE MOMENT THE ACFT STOPPED; I OBSERVED THE RAMP CREW MOVE THE BELT LOADER INTO POS FOR THE FORWARD CARGO DOOR; RIGHT IN FRONT OF THE #2 ENG; WHICH FORTUNATELY HAD BEEN SHUT DOWN SECONDS EARLIER. THE ANTI-COLLISION LIGHT WAS STILL ILLUMINATED. UPON COMPLETION OF THE CHKLISTS; MAINT PERSONNEL CAME TO THE FLT DECK; EXPRESSING CONCERN OVER THE SITUATION.
