Narrative:

While cruising at 4000 ft northwest bound I asked seymour johnson for a climb to 6000 ft to get out of turbulence. I was given a climb clearance to 6000 ft. At 4300 ft an aircraft flew over from right to left. I saw him about 3 seconds before passing above us. I stopped the climb at 4300 ft and descended back ot 4000 ft and reconfirmed with seymour johnson that I had been cleared to 6000 ft. He affirmed this and I climbed to 6000 ft. The other aircraft was southwest bound at 4500 ft. If I had continued the climb we would have been very close to colliding.
