At cruise passenger reported fluid leaking from top left wing at fuel cap. Report was confirmed by first officer (B). Cockpit fuel quantity indicated 400 pounds. Down on left side. Declared an emergency and returned to ZZZ. Made overweight landing and requested crash fire rescue equipment. Subsequent to crash fire rescue equipment visual inspection taxied to gate.
