Narrative:
Pilot filed IFR with contract FSS from frederick; md; to hanover county (richmond; va). Pilot requested flight following for VFR around class B airspace; pilot advised flight following not available. There was over 20K of crosswind out of the northwest this day; 7000 ft ceiling; light rain. Pilot called dulles to advise that aircraft was near the ADIZ boundary; 20 NM at 2500 ft. Approach gave pilot a transponder code and requested aircraft turn on a heading into terrain. Pilot requested climb to 3500 ft which was approved. After 1 frequency change from dulles; on flight following; departure advised pilot to call on the phone to speak to controller! Problem: pilot inadvertent contact with ADIZ. Fix: give area traffic flight following outside ADIZ (a request for flight following denied). Why does the area chart show a floor on class B when the area is an ADIZ?

Narrative: PLT FILED IFR WITH CONTRACT FSS FROM FREDERICK; MD; TO HANOVER COUNTY (RICHMOND; VA). PLT REQUESTED FLT FOLLOWING FOR VFR AROUND CLASS B AIRSPACE; PLT ADVISED FLT FOLLOWING NOT AVAILABLE. THERE WAS OVER 20K OF XWIND OUT OF THE NW THIS DAY; 7000 FT CEILING; LIGHT RAIN. PLT CALLED DULLES TO ADVISE THAT ACFT WAS NEAR THE ADIZ BOUNDARY; 20 NM AT 2500 FT. APCH GAVE PLT A XPONDER CODE AND REQUESTED ACFT TURN ON A HDG INTO TERRAIN. PLT REQUESTED CLB TO 3500 FT WHICH WAS APPROVED. AFTER 1 FREQ CHANGE FROM DULLES; ON FLT FOLLOWING; DEP ADVISED PLT TO CALL ON THE PHONE TO SPEAK TO CTLR! PROB: PLT INADVERTENT CONTACT WITH ADIZ. FIX: GIVE AREA TFC FLT FOLLOWING OUTSIDE ADIZ (A REQUEST FOR FLT FOLLOWING DENIED). WHY DOES THE AREA CHART SHOW A FLOOR ON CLASS B WHEN THE AREA IS AN ADIZ?
