Narrative:

I was flying with my chief pilot who was the PF. We were cruising at FL340 west of the sat VOR. We were deviating west around a band of WX. The WX below us and to the west was clear down to about 15000 ft where there were cumulus clouds. We were instructed to descend to FL290 by center. As I began to read back the clearance I was overridden by the captain as he tool control of the radio. He told center that we could not descend. After being questioned by ATC he told them that we could not descend because of WX (which was not true). They responded by telling us to turn right to heading and gave us pilot's discretion to FL290. He then told them that we could not do that either. He stated that we would not turn or descend because of WX. The controller correctly questioned him about the WX out to the west (which there was none) and then asked him if he was declaring an emergency. He stated he was not but told the controller that he could if he wanted to. He was acting dangerously and irresponsibly for no other reason than he did not want to follow the controller's directions. He stated to me that he hated controllers trying to fly his airplane from the ground. He then went on to have a very unstabilized descent after disengaging the autoplt at around 12000 ft. He proceeded to bust a 2000 ft altitude assignment when he descended to 1600 ft while trying to join the localizer. This pilot has had previous problems with ATC and I believe enforcement action was started a yr or two ago but was mysteriously dropped for some reason. This was a similar situation where he ended up canceling IFR and proceeding VFR after he was asked to slow down and hold for sequencing. I have no doubt that if I would have intervened in the flight my job would have been in jeopardy. This pilot has no regard for the responsibilities of ATC and believes he is more important than anyone else. I believe that because of his complete lack of safety awareness and refusal to obey ATC he is a liability in the air and does not deserve the privilege of flying aircraft any longer.

Title: FLT CREW FAILS TO FOLLOW ATC INSTRUCTIONS.

AFTER BEING QUESTIONED BY ATC HE TOLD THEM THAT WE COULD NOT DSND BECAUSE OF WX (WHICH WAS NOT TRUE). THEY RESPONDED BY TELLING US TO TURN R TO HDG AND GAVE US PLT'S DISCRETION TO FL290. HE THEN TOLD THEM THAT WE COULD NOT DO THAT EITHER. HE STATED THAT WE WOULD NOT TURN OR DSND BECAUSE OF WX. THE CTLR CORRECTLY QUESTIONED HIM ABOUT THE WX OUT TO THE W (WHICH THERE WAS NONE) AND THEN ASKED HIM IF HE WAS DECLARING AN EMER. HE STATED HE WAS NOT BUT TOLD THE CTLR THAT HE COULD IF HE WANTED TO. HE WAS ACTING DANGEROUSLY AND IRRESPONSIBLY FOR NO OTHER REASON THAN HE DID NOT WANT TO FOLLOW THE CTLR'S DIRECTIONS. HE STATED TO ME THAT HE HATED CTLRS TRYING TO FLY HIS AIRPLANE FROM THE GND. HE THEN WENT ON TO HAVE A VERY UNSTABILIZED DSCNT AFTER DISENGAGING THE AUTOPLT AT AROUND 12000 FT. HE PROCEEDED TO BUST A 2000 FT ALT ASSIGNMENT WHEN HE DSNDED TO 1600 FT WHILE TRYING TO JOIN THE LOC. THIS PLT HAS HAD PREVIOUS PROBS WITH ATC AND I BELIEVE ENFORCEMENT ACTION WAS STARTED A YR OR TWO AGO BUT WAS MYSTERIOUSLY DROPPED FOR SOME REASON. THIS WAS A SIMILAR SIT WHERE HE ENDED UP CANCELING IFR AND PROCEEDING VFR AFTER HE WAS ASKED TO SLOW DOWN AND HOLD FOR SEQUENCING. I HAVE NO DOUBT THAT IF I WOULD HAVE INTERVENED IN THE FLT MY JOB WOULD HAVE BEEN IN JEOPARDY. THIS PLT HAS NO REGARD FOR THE RESPONSIBILITIES OF ATC AND BELIEVES HE IS MORE IMPORTANT THAN ANYONE ELSE. I BELIEVE THAT BECAUSE OF HIS COMPLETE LACK OF SAFETY AWARENESS AND REFUSAL TO OBEY ATC HE IS A LIABILITY IN THE AIR AND DOES NOT DESERVE THE PRIVILEGE OF FLYING ACFT ANY LONGER.
