Narrative:

I was observed flying at approximately 100 ft AGL over the marsh. At no time was I closer than 2000 ft to the houses. However; a resident thereof notified the airport that he intended to report this action to the FAA and state aeronautics commission. The area I was over is a wide expanse of salt water marsh with no boats; dwellings or people. I do not feel that my actions were reckless or endangered anyone.

Title: PA28 PLT WAS OBSERVED FLYING LOW OVER A MARSH.

Narrative: I WAS OBSERVED FLYING AT APPROX 100 FT AGL OVER THE MARSH. AT NO TIME WAS I CLOSER THAN 2000 FT TO THE HOUSES. HOWEVER; A RESIDENT THEREOF NOTIFIED THE ARPT THAT HE INTENDED TO RPT THIS ACTION TO THE FAA AND STATE AERONAUTICS COMMISSION. THE AREA I WAS OVER IS A WIDE EXPANSE OF SALT WATER MARSH WITH NO BOATS; DWELLINGS OR PEOPLE. I DO NOT FEEL THAT MY ACTIONS WERE RECKLESS OR ENDANGERED ANYONE.
