Narrative:

Went to meet my instructor for IFR training. Got WX report at XA00; WX was showing VFR conditions at that time. Departed 5k6 at XB30 to buu to get fuel; did not have time to get a fresh WX brief. Instructor called me on cell phone and said fly back to 5k6 and we will file IFR there instead of at enw where we usually fly. So I departed buu and the WX turned IFR after departure. So I could not safely land at 5k6 at that time; or return to buu and land. So I contacted milwaukee approach and I had to declare an emergency. Milwaukee approach gave me radar vectors to ZZZ airport where I landed safety. I learned that I should have taken the time to get WX brief.

Narrative: WENT TO MEET MY INSTRUCTOR FOR IFR TRAINING. GOT WX RPT AT XA00; WX WAS SHOWING VFR CONDITIONS AT THAT TIME. SO I DEPARTED BUU AND THE WX TURNED IFR AFTER DEP. SO I COULD NOT SAFELY LAND AT 5K6 AT THAT TIME; OR RETURN TO BUU AND LAND. SO I CONTACTED MILWAUKEE APCH AND I HAD TO DECLARE AN EMER. MILWAUKEE APCH GAVE ME RADAR VECTORS TO ZZZ ARPT WHERE I LANDED SAFETY. I LEARNED THAT I SHOULD HAVE TAKEN THE TIME TO GET WX BRIEF.
