Narrative:
Went to meet my instructor for IFR training. Got WX report at XA00; WX was showing VFR conditions at that time. Departed 5k6 at XB30 to buu to get fuel; did not have time to get a fresh WX brief. Instructor called me on cell phone and said fly back to 5k6 and we will file IFR there instead of at enw where we usually fly. So I departed buu and the WX turned IFR after departure. So I could not safely land at 5k6 at that time; or return to buu and land. So I contacted milwaukee approach and I had to declare an emergency. Milwaukee approach gave me radar vectors to ZZZ airport where I landed safety. I learned that I should have taken the time to get WX brief.
