Aircraft #1 inbound to ewr level at FL250. Aircraft #2 level FL260 inbound to iad. Aircraft #2 descended to FL220. Aircraft #1 east with strong tailwind catches back end (north) at 5 mi bubble around aircraft #2 who was sebound 100 KTS slower. When conflict alert goes off aircraft #2 is told to descend rapidly to FL220. Aircraft #1 is told to turn 30 degrees left. Separation (5 mi) was lost. Instruction was being given at the time of the operational error. Procedures on another aircraft in the sector was being discussed that diverted instructor's (me) attention.
