Narrative:

I departed smo for lax mini-route sebound. Tower advised right 270 degrees at shoreline for climb to 2500 ft (mini-route altitude). Call lax tower 1/2 mi north of lmu; received class B clearance for mini-route at 2500 ft. Over lax north complex; advised of traffic; 12 O'clock position (aircraft #2); same altitude; opposite direction. Traffic was visually idented and passed 1/2 mi off left wing. Having 2 aircraft required to be on the same VOR radial and altitude puts them in conflict by regulation. Recommend that lax tower not issue class B mini-route clearance to more than 1 aircraft at a time. Have aircraft #2 hold south or north of class B until aircraft #1 report or is known to be clear of the mini-route class airspace.

TFC WAS VISUALLY IDENTED AND PASSED 1/2 MI OFF L WING. HAVING 2 ACFT REQUIRED TO BE ON THE SAME VOR RADIAL AND ALT PUTS THEM IN CONFLICT BY REG. RECOMMEND THAT LAX TWR NOT ISSUE CLASS B MINI-RTE CLRNC TO MORE THAN 1 ACFT AT A TIME. HAVE ACFT #2 HOLD S OR N OF CLASS B UNTIL ACFT #1 RPT OR IS KNOWN TO BE CLR OF THE MINI-RTE CLASS AIRSPACE.
