Narrative:

When stp tower cleared us for takeoff on runway 14; we were also advised to turn to a heading of 080 degrees. The assigned IFR clearance altitude was 2500 ft. About 400 ft AGL the turn to a heading of 080 degrees was begun with a climb rate of 1000-1500 FPM. This turned us into the path of 2 small aircraft that appeared to be on the downwind leg for runway 14 at stp. The TCAS sounded an RA to 'monitor vertical speed' and we cleared the aircraft by 300 ft.
