Narrative:

Arrived at sjc at XB15; 2 hours and 15 mins late due to maintenance and plane swap. Sjc tower closed at XA30. Vectored to final by norcal approach to intercept the ILS for runway 12R and cleared for approach. Handed off to CTAF 124.0 at approximately 10 mile final. 'No tower' position reports made at 9 and 5 miles out. Ceiling around 3000 ft with good visibility below. Upon visual acquisition of the airport we could see that runway lights for runway 12R were only partially illuminated. Attempting to use the pilot controlled lighting function on the light only resulted in the approach lights brightening. Runway 12L appeared to be normally lit so at around 1000 ft AGL we sidestepped to that runway and landed normally. At around 200 ft we observed that there were men and equipment about 2/3 of the way down runway 12R. No warning about runway closure was included in our flight paperwork. Had we flown the approach in worse WX and attempted to land on runway 12R after breaking out we would have hit the trucks and work crew.

CEILING AROUND 3000 FT WITH GOOD VISIBILITY BELOW. UPON VISUAL ACQUISITION OF THE ARPT WE COULD SEE THAT RWY LIGHTS FOR RWY 12R WERE ONLY PARTIALLY ILLUMINATED. ATTEMPTING TO USE THE PCL FUNCTION ON THE LIGHT ONLY RESULTED IN THE APCH LIGHTS BRIGHTENING. RWY 12L APPEARED TO BE NORMALLY LIT SO AT AROUND 1000 FT AGL WE SIDESTEPPED TO THAT RWY AND LANDED NORMALLY. AT AROUND 200 FT WE OBSERVED THAT THERE WERE MEN AND EQUIPMENT ABOUT 2/3 OF THE WAY DOWN RWY 12R. NO WARNING ABOUT RWY CLOSURE WAS INCLUDED IN OUR FLT PAPERWORK. HAD WE FLOWN THE APCH IN WORSE WX AND ATTEMPTED TO LAND ON RWY 12R AFTER BREAKING OUT WE WOULD HAVE HIT THE TRUCKS AND WORK CREW.
