Narrative:

We left phl for a flight to avp; PA. We were being vectored for the ILS runway 22 approach at avp; when we encountered continuous moderate turbulence and windshear conditions; we decided to initiate a missed approach at approximately 3000 ft MSL due to the deteriorating WX conditions. Upon advising ATC of our intentions; they told us to fly the published missed approach. We flew the published missed approach that was depicted on the approach plate for ILS runway 22 at avp. Once we were in the hold; ATC asked us what our location was and we told them 'over the lvz VOR in the published hold.' they said that was ok; but the procedure had been changed quite some time ago and that there was a NOTAM issued. We asked ATC if we should file any reports or if they were going to file any; and they said no. ATC said everything was fine and that they were having problems with other aircraft doing the same thing. After a few mins in the hold and considering the deteriorating WX; fuel on board; and the confusion about the missed approach procedure; we decided to return to phl. Once we landed in phl; we notified dispatch. They said the approach plate we both had and the one they had were the most current. I'm not sure if it was a printer problem; or a problem with the person printing it at the gate; or a problem with the company that provides our WX packages; but for some reason we were never issued the NOTAM for avp. I guess they built some new windmills to the southwest of the airport which caused the change in the missed approach. We had the most current plates which were dated sep/xa/04. I would think after 1 1/2 yrs; commercial chart company would have published a new plate. There must be a problem somewhere in the system; since they have had others do the same procedure that we did. I don't think the NOTAM is getting issued.

Title: A CL65 EXECUTING THE AVP ILS RWY 22 MISSED APCH IS NOTIFIED BY ATC THAT THE FAA CHARTED HOLDING PROC HAD CHANGED. THE LATEST COMMERCIAL CHART SEP-XA-04 IS IN ERROR.

Narrative: WE LEFT PHL FOR A FLT TO AVP; PA. ONCE WE WERE IN THE HOLD; ATC ASKED US WHAT OUR LOCATION WAS AND WE TOLD THEM 'OVER THE LVZ VOR IN THE PUBLISHED HOLD.' THEY SAID THAT WAS OK; BUT THE PROC HAD BEEN CHANGED QUITE SOME TIME AGO AND THAT THERE WAS A NOTAM ISSUED. WE ASKED ATC IF WE SHOULD FILE ANY RPTS OR IF THEY WERE GOING TO FILE ANY; AND THEY SAID NO. ATC SAID EVERYTHING WAS FINE AND THAT THEY WERE HAVING PROBS WITH OTHER ACFT DOING THE SAME THING. AFTER A FEW MINS IN THE HOLD AND CONSIDERING THE DETERIORATING WX; FUEL ON BOARD; AND THE CONFUSION ABOUT THE MISSED APCH PROC; WE DECIDED TO RETURN TO PHL. ONCE WE LANDED IN PHL; WE NOTIFIED DISPATCH. THEY SAID THE APCH PLATE WE BOTH HAD AND THE ONE THEY HAD WERE THE MOST CURRENT. I'M NOT SURE IF IT WAS A PRINTER PROB; OR A PROB WITH THE PERSON PRINTING IT AT THE GATE; OR A PROB WITH THE COMPANY THAT PROVIDES OUR WX PACKAGES; BUT FOR SOME REASON WE WERE NEVER ISSUED THE NOTAM FOR AVP. I GUESS THEY BUILT SOME NEW WINDMILLS TO THE SW OF THE ARPT WHICH CAUSED THE CHANGE IN THE MISSED APCH. WE HAD THE MOST CURRENT PLATES WHICH WERE DATED SEP/XA/04. I WOULD THINK AFTER 1 1/2 YRS; COMMERCIAL CHART COMPANY WOULD HAVE PUBLISHED A NEW PLATE. THERE MUST BE A PROB SOMEWHERE IN THE SYS; SINCE THEY HAVE HAD OTHERS DO THE SAME PROC THAT WE DID. I DON'T THINK THE NOTAM IS GETTING ISSUED.
