Narrative:
Aircraft checked on landing gck. I intended to issue a descent to 4800 which is the MEA. After reviewing the tapes; I learned that I issued 3800 ft. The aircraft descended below 4800 ft prior to getting the airport in sight.

Narrative: ACFT CHKED ON LNDG GCK. I INTENDED TO ISSUE A DSCNT TO 4800 WHICH IS THE MEA. AFTER REVIEWING THE TAPES; I LEARNED THAT I ISSUED 3800 FT. THE ACFT DSNDED BELOW 4800 FT PRIOR TO GETTING THE ARPT IN SIGHT.
