Narrative:

While taxiing for takeoff at mmzo; we had 2 checklists and 2 ATC clrnces interrupted by the new raas system. Raas interrupted my response to a taxi checklist item by announcing; 'approaching runway 10.' this call also interrupted mmzo tower saying back; 'back taxi position and hold runway 28.' we stopped the jet and verified the ATC clearance and reaccomplished the taxi checklist. The raas again interrupted our 'ready for takeoff call' saying; '3000 ft remaining.' it interrupted our 'cleared for takeoff' instruction with '1000 ft remaining.' it interfered with our takeoff checklist (only 2 items) by announcing 'on runway 28.' later while in the decision regime of our catiii approach to lax runway 24R; raas announced; 'approaching runway 24R;' just as the first officer was saying; 'approaching minimums.' could you imagine a jumseater during these critical/sterile phases of flight; tapping you on the shoulder and saying; 'you've got 3000 ft remaining;' or 'you're approaching runway 24R?' no way! That would be a violation of the sterile cockpit law and very distracting. I think that the raas needs to be deactivated from our jets and the entire system needs to be redesigned. It is far too distracting and intrusive. The odds are greater that the raas equipment will cause far more errors than the runway incursions it was supposed to prevent.

Title: AN ACR PLT NOTED THAT THE GND RAAS ANNUNCIATIONS ARE EXCESSIVELY LOUD AND INTERFERE WITH THE CREW FUNCTIONS AND THE STERILE COCKPIT MANDATE.

THE RAAS AGAIN INTERRUPTED OUR 'READY FOR TKOF CALL' SAYING; '3000 FT REMAINING.' IT INTERRUPTED OUR 'CLRED FOR TKOF' INSTRUCTION WITH '1000 FT REMAINING.' IT INTERFERED WITH OUR TKOF CHKLIST (ONLY 2 ITEMS) BY ANNOUNCING 'ON RWY 28.' LATER WHILE IN THE DECISION REGIME OF OUR CATIII APCH TO LAX RWY 24R; RAAS ANNOUNCED; 'APCHING RWY 24R;' JUST AS THE FO WAS SAYING; 'APCHING MINIMUMS.' COULD YOU IMAGINE A JUMSEATER DURING THESE CRITICAL/STERILE PHASES OF FLT; TAPPING YOU ON THE SHOULDER AND SAYING; 'YOU'VE GOT 3000 FT REMAINING;' OR 'YOU'RE APCHING RWY 24R?' NO WAY! THAT WOULD BE A VIOLATION OF THE STERILE COCKPIT LAW AND VERY DISTRACTING. I THINK THAT THE RAAS NEEDS TO BE DEACTIVATED FROM OUR JETS AND THE ENTIRE SYSTEM NEEDS TO BE REDESIGNED. IT IS FAR TOO DISTRACTING AND INTRUSIVE. THE ODDS ARE GREATER THAT THE RAAS EQUIP WILL CAUSE FAR MORE ERRORS THAN THE RWY INCURSIONS IT WAS SUPPOSED TO PREVENT.
