Narrative:

While on visual approach to runway 6 at teb airport; winds were reported at 300 degrees at 15 KTS (quartering tailwind). I asked my first officer to request runway 1 for landing. Tower instructed us to begin left base for runway 1 in 3 mi (we were originally 8 mi out). At approximately 5 mi out; I began the left base and tower cleared us to land on runway 1 and pointed out that a chopper would be landing taxiway J. By 'chopper' I mean a news reporting turbine helicopter. It appears they approached from the east to cross the runway 1 final to land taxiway J on the west side of the runway. We never saw the traffic until 1/4 mi final and 100 ft which put us below their approach path. A go around would have put us directly into his flight path and a right turnout at low speed/altitude would have proven more dangerous than opting to continue the landing. The landing was uneventful but the chopper pilot was not happy about it. He asked teb tower if he cleared us to land underneath him. Tower responded by saying 'they had you in sight.' we never called the helicopter in sight nor did we see him until it was too late. The helicopter pilot responded by saying 'that felt too close.' I agreed with him but did not voice my opinion on the radio. I feel the tower controller forgot about one of us; or assumed the chopper would be clear of the runway by the time we landed. He was solo in the tower all frequencys were consolidated. I also made the assumption that the chopper would not be factor by the time we got around to landing. It was still dark out and proved difficult to visually pick up the helicopter.

Title: LR35 LNDG TEB RWY 1 EXPERIENCED CONFLICT ON SHORT FINAL AT 100 FT WHEN HELI OVERFLEW ACFT AND LANDED ON TXWY; NO OPERROR LISTED.

Narrative: WHILE ON VISUAL APCH TO RWY 6 AT TEB ARPT; WINDS WERE RPTED AT 300 DEGS AT 15 KTS (QUARTERING TAILWIND). I ASKED MY FO TO REQUEST RWY 1 FOR LNDG. TWR INSTRUCTED US TO BEGIN L BASE FOR RWY 1 IN 3 MI (WE WERE ORIGINALLY 8 MI OUT). AT APPROX 5 MI OUT; I BEGAN THE L BASE AND TWR CLRED US TO LAND ON RWY 1 AND POINTED OUT THAT A CHOPPER WOULD BE LNDG TXWY J. BY 'CHOPPER' I MEAN A NEWS RPTING TURBINE HELI. IT APPEARS THEY APCHED FROM THE E TO CROSS THE RWY 1 FINAL TO LAND TXWY J ON THE W SIDE OF THE RWY. WE NEVER SAW THE TFC UNTIL 1/4 MI FINAL AND 100 FT WHICH PUT US BELOW THEIR APCH PATH. A GAR WOULD HAVE PUT US DIRECTLY INTO HIS FLT PATH AND A R TURNOUT AT LOW SPD/ALT WOULD HAVE PROVEN MORE DANGEROUS THAN OPTING TO CONTINUE THE LNDG. THE LNDG WAS UNEVENTFUL BUT THE CHOPPER PLT WAS NOT HAPPY ABOUT IT. HE ASKED TEB TWR IF HE CLRED US TO LAND UNDERNEATH HIM. TWR RESPONDED BY SAYING 'THEY HAD YOU IN SIGHT.' WE NEVER CALLED THE HELI IN SIGHT NOR DID WE SEE HIM UNTIL IT WAS TOO LATE. THE HELI PLT RESPONDED BY SAYING 'THAT FELT TOO CLOSE.' I AGREED WITH HIM BUT DID NOT VOICE MY OPINION ON THE RADIO. I FEEL THE TWR CTLR FORGOT ABOUT ONE OF US; OR ASSUMED THE CHOPPER WOULD BE CLR OF THE RWY BY THE TIME WE LANDED. HE WAS SOLO IN THE TWR ALL FREQS WERE CONSOLIDATED. I ALSO MADE THE ASSUMPTION THAT THE CHOPPER WOULD NOT BE FACTOR BY THE TIME WE GOT AROUND TO LNDG. IT WAS STILL DARK OUT AND PROVED DIFFICULT TO VISUALLY PICK UP THE HELI.
