Narrative:

Automatic speed brake would not deploy on landing. Flight was a terminator. Consulted with maintenance control -- write up was for MEL 27-20. Additionally; 27-7 applied due to wing load alleviation system being involved. Control directed 27-20 to be used on placard. Special procedure 2 also applied for pulling and collaring 2 circuit breakers for affected systems. Couple of issues presented themselves: 1) MEL is vague about exact location of the circuit breakers involved. It provided proper labeling language but not exact location as in QRH; ie; P-6-2A; etc. If pilots are being directed to pull circuit breakers to comply with mels (first time for me in 11 yrs); there needs to be specific guidance. 2) second MEL provision applied in this case -- MEL not clear about using one parent placard or if two placards are required to be displayed. 3) does anybody else have trouble putting those collars on the circuit breakers? I've got short stubby fingers and had a hard time getting them in place -- dropped numerous times on dark floor in cockpit. Tested patience. Is there a simple tool or technique available that could be kept in the cockpit? Maybe there is and I just don't know about it.callback conversation with reporter revealed the following information: the reporter stated the MEL is deficient in the following special procedures with the autospoilers inoperative. On a winglet equipped aircraft with the autospoilers deferred inoperative the spoiler alleviation system is also rendered inoperative. Spoiler alleviation system is in the MEL chapter 27-7 and maintenance control directed to use only chapter 27-20 placard. The reporter questions; will the next crew know there is a weight and speed restriction with the spoiler alleviation system inoperative? The MEL requires two circuit breakers to be opened and locked out but gives no panel location of breakers; adding; the installation of the lockout rings is difficult and needs a tool like snap ring pliers.

Title: A LNDG B737-700 EXPERIENCED AUTOSPOILERS FAILURE WITH WING SPOILER ALLEVIATION SYSTEMS INVOLVED. CREW RPTS PROBLEMS WITH CIRCUIT BREAKER LOCKOUTS AND PLACARD REQUIREMENTS.
