Narrative:

Aircraft #1 was a departure from ZZZ who declared an emergency with an engine vibration. I was working the ZZZ finals; when he checked in on my frequency. I asked if he had to turn right in; or if I could extend him out a ways for traffic. The pilot told me he had to get back as soon as possible. I turned aircraft #2 out to build a hole for aircraft #1. ZZZ was north flow running ILS approach with a strong wind from the southwest. I turned aircraft #2 back inbound when I thought the hole would be big enough. I turned the emergency aircraft in to the final and saw it wasn't going to work. I broke aircraft #2 out to the west; however; radar separation was lost approximately 2.14 mi. A second loss of separation happened at the same time; however; I do not have the exact information on that at this time. Winds were a big factor in this event; but not an excuse.

Title: ZZZ CTLR EXPERIENCED OPERROR AT 3000 FT DURING SEQUENCING EFFORTS FOR A RETURNING EMER ACFT.

Narrative: ACFT #1 WAS A DEP FROM ZZZ WHO DECLARED AN EMER WITH AN ENG VIBRATION. I WAS WORKING THE ZZZ FINALS; WHEN HE CHKED IN ON MY FREQ. I ASKED IF HE HAD TO TURN RIGHT IN; OR IF I COULD EXTEND HIM OUT A WAYS FOR TFC. THE PLT TOLD ME HE HAD TO GET BACK ASAP. I TURNED ACFT #2 OUT TO BUILD A HOLE FOR ACFT #1. ZZZ WAS N FLOW RUNNING ILS APCH WITH A STRONG WIND FROM THE SW. I TURNED ACFT #2 BACK INBOUND WHEN I THOUGHT THE HOLE WOULD BE BIG ENOUGH. I TURNED THE EMER ACFT IN TO THE FINAL AND SAW IT WASN'T GOING TO WORK. I BROKE ACFT #2 OUT TO THE W; HOWEVER; RADAR SEPARATION WAS LOST APPROX 2.14 MI. A SECOND LOSS OF SEPARATION HAPPENED AT THE SAME TIME; HOWEVER; I DO NOT HAVE THE EXACT INFO ON THAT AT THIS TIME. WINDS WERE A BIG FACTOR IN THIS EVENT; BUT NOT AN EXCUSE.
