Narrative:

Air carrier X was inbound to cincinnati and aircraft Y was inbound to midway airport. I turned air carrier X for shelbyville as we had control to turn on contact. I was working the low altitude sector and did not see the other aircraft until he was at FL240. Air carrier X was descended when he was in my airspace but conflict alert activated before I had 5 mi separation. I own FL230 to 14000 ft in that area. I had the air carrier X come over at FL240; but I don't descend until they come in my airspace. The only thing that possibly helps is to change a crossing altitude for either cincinnati arrs or midway arrs.

Title: ZID CTLR EXPERIENCED OPERROR AT FL240 WHEN FAILING TO OBSERVE CONFLICTING TFC PRIOR TO ISSUING TURN.

Narrative: ACR X WAS INBOUND TO CINCINNATI AND ACFT Y WAS INBOUND TO MIDWAY ARPT. I TURNED ACR X FOR SHELBYVILLE AS WE HAD CTL TO TURN ON CONTACT. I OWN FL230 TO 14000 FT IN THAT AREA. I HAD THE ACR X COME OVER AT FL240; BUT I DON'T DSND UNTIL THEY COME IN MY AIRSPACE. THE ONLY THING THAT POSSIBLY HELPS IS TO CHANGE A XING ALT FOR EITHER CINCINNATI ARRS OR MIDWAY ARRS.
