Narrative:

Ric tower had cleared us for takeoff on runway 16; turn right heading 240 degrees; climb and maintain 3000 ft. At the same time another aircraft was cleared for takeoff on runway 20; turn right heading 240 degrees; climb and maintain 3000 ft. As we were rolling down the runway; we both heard the clearance given to the other aircraft. Climbing through about 2500 ft; I noticed traffic on the right side within 1 mi and 500 ft below us heading directly for us. We received an RA which indicated a climb rate of at least 1500 FPM. We complied until clear of the conflict and notified potomac departure. Traffic was in sight the entire time. Departure told us this has been an ongoing problem with ric tower for a while.

Title: MD80 DEP FROM RIC RWY 16 DESCRIBED CONFLICT WITH DEP FROM RWY 20 WHEN BOTH WERE ASSIGNED SAME HDG.

Narrative: RIC TWR HAD CLRED US FOR TKOF ON RWY 16; TURN R HDG 240 DEGS; CLB AND MAINTAIN 3000 FT. AT THE SAME TIME ANOTHER ACFT WAS CLRED FOR TKOF ON RWY 20; TURN R HDG 240 DEGS; CLB AND MAINTAIN 3000 FT. AS WE WERE ROLLING DOWN THE RWY; WE BOTH HEARD THE CLRNC GIVEN TO THE OTHER ACFT. CLBING THROUGH ABOUT 2500 FT; I NOTICED TFC ON THE R SIDE WITHIN 1 MI AND 500 FT BELOW US HDG DIRECTLY FOR US. WE RECEIVED AN RA WHICH INDICATED A CLB RATE OF AT LEAST 1500 FPM. WE COMPLIED UNTIL CLR OF THE CONFLICT AND NOTIFIED POTOMAC DEP. TFC WAS IN SIGHT THE ENTIRE TIME. DEP TOLD US THIS HAS BEEN AN ONGOING PROB WITH RIC TWR FOR A WHILE.
