Air carrier X departed dulles on runway heading. Air carrier Y missed approach off jyo (a satellite airport). Anticipating air carrier X climb to be adequate to climb out over air carrier Y; I turned air carrier X northbound. Air carrier X's rate of climb dropped dramatically -- 1.5 mi horizontal; 700 ft vertical.
