Narrative:

HS25 was inbound over ullmn direct phk direct sua at 10000 ft. 13350 ft was pbi departure on a 290 degree heading at 10000 ft. B350 deviated into 'P' airspace because ZMA did not climb aircraft as required by 7110.65. HS25 was turned and descended immediately to avoid operational error. Supervisor was notified and chose to not write an operational deviation on center. Supervisor called the sector supervisor. ZMA supervisor told pbi supervisor that the sector would not take any more handoffs unless they could climb the aircraft.

SUPVR WAS NOTIFIED AND CHOSE TO NOT WRITE AN OPDEV ON CTR. SUPVR CALLED THE SECTOR SUPVR. ZMA SUPVR TOLD PBI SUPVR THAT THE SECTOR WOULD NOT TAKE ANY MORE HDOFS UNLESS THEY COULD CLB THE ACFT.
