Narrative:
On departure out of narita; we were cleared direct to pabba waypoint on A590 and to final cruise altitude at FL300. There was an air carrier Y aircraft cleared to FL290. We were at cruise when air carrier Y was climbing directly beneath us to their cruise altitude of FL290. Air carrier Y overshot their assigned altitude and came within 600 ft MSL of us. Our egpws gave us an aural warning of 'terrain; terrain; pull up; pull up.' we immediately climbed to FL310 and informed tokyo control. Tokyo asked us to descend back to FL300. We descended back down as soon as air carrier Y returned to their assigned altitude of FL290. We thought it was odd we did not receive a TCAS warning; but have been trained to take action when we receive an egpws warning and did so. I was PF; but my first officer took evasive action as PF because I had just returned to my seat.
