Narrative:

I had an air carrier stopped at FL230 and put the interim altitude in the data block to remind me; but when he asked for higher; I stated 'unable; expect higher in 2 mins; maintain FL240.' this was his traffic's altitude. The next controller took action to descend the flight back to FL230. I was combining position and didn't see the altitude change until after he assumed responsibility of the position.
