A B747-400 while docking the airplane the left wing walker noted no left wing clearance and blew whistle for stop. Airplane air driven hydraulic pump and APU were operating and no one heard the whistle.

Narrative:
As we were docking the aircraft in the hangar; I was the l-hand wingman. As the wing approached the building; I blew the whistle and started yelling and jumping up and down. The air driven pumps were on; and they are noisy. No one could hear me until it was too late. The air driven pumps should not be on inside a dock -- they are noisy and other people cannot hear you. The l-hand winglet struck the building and was damaged.

THE AIR DRIVEN PUMPS WERE ON; AND THEY ARE NOISY. NO ONE COULD HEAR ME UNTIL IT WAS TOO LATE. THE AIR DRIVEN PUMPS SHOULD NOT BE ON INSIDE A DOCK -- THEY ARE NOISY AND OTHER PEOPLE CANNOT HEAR YOU. THE L-HAND WINGLET STRUCK THE BUILDING AND WAS DAMAGED.
