Narrative:

Local sector 46 ZBW frequency 127.82 failed. Back-up frequency (buec) 127.82 does not cover the entire sector. 2 aircraft on converging courses could not be reached for 3 mins. Primary frequency came back and aircraft were turned before separation was lost. Radio failure is common at ZBW due to lack of funding and maintenance. Supplemental information from acn 674625: the FAA is aware of the situation; but unable to fix the problem. This is a very dangerous situation.
