Narrative:

In this incident; eglin RAPCON called to tell the pensacola TRACON controller that a C130 was working in the area after the C130 was already 10 mi inside pensacola TRACON airspace. By the time the C130 was idented; the conflict alert was activated between the C130 and aircraft X; 1 of 3 helicopters working in the lakes area. The controller issued traffic when the aircraft were 1.5 mi apart. Fortunately; the helicopter pilot had the C130 in sight and was able to remain visually separated. Situations such as this one are not an uncommon occurrence. Local FAA management has been advised twice in writing that this is a safety as well as liability issue for the FAA.

Title: P31 CTLR EXPRESSED FRUSTRATION REGARDING MIL PLT'S FAILURE TO COMPLY WITH ESTABLISHED PROCS.

Narrative: IN THIS INCIDENT; EGLIN RAPCON CALLED TO TELL THE PENSACOLA TRACON CTLR THAT A C130 WAS WORKING IN THE AREA AFTER THE C130 WAS ALREADY 10 MI INSIDE PENSACOLA TRACON AIRSPACE. BY THE TIME THE C130 WAS IDENTED; THE CONFLICT ALERT WAS ACTIVATED BTWN THE C130 AND ACFT X; 1 OF 3 HELIS WORKING IN THE LAKES AREA. THE CTLR ISSUED TFC WHEN THE ACFT WERE 1.5 MI APART. FORTUNATELY; THE HELI PLT HAD THE C130 IN SIGHT AND WAS ABLE TO REMAIN VISUALLY SEPARATED. SITUATIONS SUCH AS THIS ONE ARE NOT AN UNCOMMON OCCURRENCE. LCL FAA MGMNT HAS BEEN ADVISED TWICE IN WRITING THAT THIS IS A SAFETY AS WELL AS LIABILITY ISSUE FOR THE FAA.
