Narrative:

Aircraft in my belief were separated. #2 aircraft was nwbound; #1 aircraft was sebound; descending. #1 aircraft was slow in descent. Conflict alert did not activate nor did ZID adep. Aircraft #1 reported a TCASII RA at which time turns were initiated. ZTL reported a loss of separation. After replay; it appeared aircraft #2 made a 4 degree turn from handoff to error occurring. My judgement was mistaken. Separation was lost with one report of 4.4 mi and 400 ft; then separation was re-established.
