Narrative:
I was on a flight to ZZZ. As I neared ZZZ; I got the WX and heard that it was foggy and had a layer of clouds at 100 ft AGL. I couldn't believe this to be true because I had a visual on the runway; and had the REIL rabbit in sight. I leveled off at 1500 ft MSL; tpa; when I inadvertently flew into a cloud. I immediately transitioned to the instruments and made a gradual descent where I broke out at 1100 ft MSL. It appeared that the cloud layer was sloping down to the mid-field of the runway. I followed the PAPI lights down to the runway and landed VFR. I believe the problem arose because it was so dark out that I could not see the cloud layer. I corrected the situation by descending. If I could do the event over; I would have just diverted back to ZZZ1 where it was VFR and had a ceiling of 5500 ft AGL.
