Narrative:

Flying short flight from emporia to ottawa. When I left emporia, 7000 ft ceiling, 8 mi visibility, high buildup of clouds to southeast. Then noticed low layer of clouds to southeast. Went down to 1000 ft to see if I could go under. Inadvertently entered clouds. Got disoriented. Broke out at 300 ft, 45 degree bank right wing down in a dive. Saw ground pulled out. Used LORAN to find airport. Should have called ottawa before leaving emporia or immediately returned to emporia.

SHOULD HAVE CALLED OTTAWA BEFORE LEAVING EMPORIA OR IMMEDIATELY RETURNED TO EMPORIA.
