Air carrier X departed iad on a 260 degree heading. I climbed air carrier X to 5000 ft. Air carrier Y departed behind air carrier X. I asked air carrier Y her heading. She said 260 degrees. I called traffic to air carrier Y in an attempt to apply visual. Air carrier Y did not have traffic in sight.

Title: PCT CTLR EXPERIENCED OPERROR WITH 2 SUCCESSIVE DEPS FROM IAD WHEN APPLICATION OF VISUAL SEPARATION FAILED.
Narrative: ACR X DEPARTED IAD ON A 260 DEG HDG. I CLBED ACR X TO 5000 FT. ACR Y DEPARTED BEHIND ACR X. I ASKED ACR Y HER HDG. SHE SAID 260 DEGS. I CALLED TFC TO ACR Y IN AN ATTEMPT TO APPLY VISUAL. ACR Y DID NOT HAVE TFC IN SIGHT.
