Narrative:

On the cargo ramp; a fourth plane is parked on the taxi line close to the entrance; which makes it a hazard for the airlines going in and out during the night. There are no cones around the plane; it has no lights on; and there are no taxi lines around the aircraft to give direction to maneuver around this airplane. Also; the way this airplane is parked; it blocks a clear view of lima taxiway from the hangar; when exiting the cargo ramp. The reason I was told that this airplane sometimes stays there all night is that there is limited parking spaces elsewhere and that there is not enough personnel to move it back to the cargo area if it is needed. If the taxi line is going to be used as another parking space; it would be safer to have taxi markings that can be followed in and out around it so there is adequate clearance to safely maneuver around this aircraft.

Title: RPTR ADVISES CARGO RAMP IN HNL HAS INSUFFICIENT PARKING. ACFT ARE PARKING ON THE TAXI LINE.

Narrative: ON THE CARGO RAMP; A FOURTH PLANE IS PARKED ON THE TAXI LINE CLOSE TO THE ENTRANCE; WHICH MAKES IT A HAZARD FOR THE AIRLINES GOING IN AND OUT DURING THE NIGHT. THERE ARE NO CONES AROUND THE PLANE; IT HAS NO LIGHTS ON; AND THERE ARE NO TAXI LINES AROUND THE ACFT TO GIVE DIRECTION TO MANEUVER AROUND THIS AIRPLANE. ALSO; THE WAY THIS AIRPLANE IS PARKED; IT BLOCKS A CLR VIEW OF LIMA TXWY FROM THE HANGAR; WHEN EXITING THE CARGO RAMP. THE REASON I WAS TOLD THAT THIS AIRPLANE SOMETIMES STAYS THERE ALL NIGHT IS THAT THERE IS LIMITED PARKING SPACES ELSEWHERE AND THAT THERE IS NOT ENOUGH PERSONNEL TO MOVE IT BACK TO THE CARGO AREA IF IT IS NEEDED. IF THE TAXI LINE IS GOING TO BE USED AS ANOTHER PARKING SPACE; IT WOULD BE SAFER TO HAVE TAXI MARKINGS THAT CAN BE FOLLOWED IN AND OUT AROUND IT SO THERE IS ADEQUATE CLRNC TO SAFELY MANEUVER AROUND THIS ACFT.
