Narrative:

On may/tue/05; I was assigned to aircraft X by my lead to complete 3 CAT downgrades against the aircraft. Our routine overnight check schedule and aircraft X maintenance items write-up's 100 work package paperwork for first officer's eadi CAT downgrade log pages were signed off stating; 'functional check eadi reference 34-22-21 and 34-22-00 operations normal reference same. Bite #48 good. Hgs 4.2 good reference 34-36-00. Reference log page X for aircraft full upgrade.' IRU's CAT downgrade log page were signed off stating; 'functional checked IRU's reference maintenance manual 34-28-31 operations normal reference same. Group bite #33 good. Hgs 4.2 reference 34-36-00 good. Aircraft upgraded to CAT IIIA autoland and hgs status screw shows same.' upon completing the maintenance item write-up 100's and 2B's paperwork; maintenance control was called and I consulted with mr X. I informed him that the 3 CAT downgrades were completed. Aircraft X can be upgraded as long as there is nothing against the aircraft. He said only these 3 CAT downgrades were against the aircraft and we agreed aircraft X can be upgraded to CAT IIIA autoland and hgs. (Note: upon upgrading any aircraft; I always ask the maintenance controller if they show anything against the aircraft preventing the upgrade to the aircraft.) on the evening of may/wed/05; our report program representative; mr Y; informed me aircraft X had 2 CAT downgrades against the aircraft from apr/tue/05 when the aircraft went into heavy check reference log pages XXX and YYY. These 2 log pages were not known to me and maintenance control did not show them against the aircraft. I did not go back into the aircraft history to see if any other log pages were against the aircraft. The navigation and autoplt work cards had not been issued to the aircraft since coming out of heavy check; and at some time the CAT status screw was not moved to the stow position in heavy check or was moved to full CAT IIIA autoland and hgs position before the first CAT downgrade was put against the aircraft because of the statements in the first 2 downgrades stating; 'aircraft downgraded to CAT I (stow position); screw moved to reflect same.' a new log page was completed re-downgrading the aircraft to CAT I status; requiring work cards to be completed.

I INFORMED HIM THAT THE 3 CAT DOWNGRADES WERE COMPLETED. ACFT X CAN BE UPGRADED AS LONG AS THERE IS NOTHING AGAINST THE ACFT. HE SAID ONLY THESE 3 CAT DOWNGRADES WERE AGAINST THE ACFT AND WE AGREED ACFT X CAN BE UPGRADED TO CAT IIIA AUTOLAND AND HGS. (NOTE: UPON UPGRADING ANY ACFT; I ALWAYS ASK THE MAINT CTLR IF THEY SHOW ANYTHING AGAINST THE ACFT PREVENTING THE UPGRADE TO THE ACFT.) ON THE EVENING OF MAY/WED/05; OUR RPT PROGRAM REPRESENTATIVE; MR Y; INFORMED ME ACFT X HAD 2 CAT DOWNGRADES AGAINST THE ACFT FROM APR/TUE/05 WHEN THE ACFT WENT INTO HVY CHK REF LOG PAGES XXX AND YYY. THESE 2 LOG PAGES WERE NOT KNOWN TO ME AND MAINT CTL DID NOT SHOW THEM AGAINST THE ACFT. I DID NOT GO BACK INTO THE ACFT HISTORY TO SEE IF ANY OTHER LOG PAGES WERE AGAINST THE ACFT. THE NAV AND AUTOPLT WORK CARDS HAD NOT BEEN ISSUED TO THE ACFT SINCE COMING OUT OF HVY CHK; AND AT SOME TIME THE CAT STATUS SCREW WAS NOT MOVED TO THE STOW POS IN HVY CHK OR WAS MOVED TO FULL CAT IIIA AUTOLAND AND HGS POS BEFORE THE FIRST CAT DOWNGRADE WAS PUT AGAINST THE ACFT BECAUSE OF THE STATEMENTS IN THE FIRST 2 DOWNGRADES STATING; 'ACFT DOWNGRADED TO CAT I (STOW POS); SCREW MOVED TO REFLECT SAME.' A NEW LOG PAGE WAS COMPLETED RE-DOWNGRADING THE ACFT TO CAT I STATUS; REQUIRING WORK CARDS TO BE COMPLETED.
