Narrative:
Both pilots understood the tower to clear us into position and hold. The first officer read back 'roger; cleared into position and hold' along with our call sign. We held in position approximately 3 mins when an ATR aircraft passed overhead as in a low pass. At that point the tower informed us that he had not authority/authorized us to taxi into position and hold. We explained that we head read back the clearance; but he repeated that he hadn't cleared us. When asked if he (tower) wanted us to clear the runway; he cleared us for takeoff. From the time we read back the 'position and hold' clearance until the time of the ATR passing over us; no english language xmissions were heard over the tower frequency; therefore; we weren't aware that another aircraft was approaching to land; and none were seen on approach as we 'took the runway.' neither the first officer nor I understand spanish very well; and so we were not 'in the loop' concerning the aircraft on approach.

Title: AN A319 WAS CLRED INTO POS AND HOLD FOR 3 MINS AT MMUN WHEN AN ATR PASSED OVER THEM LNDG ON THEIR HOLDING RWY.
Narrative: BOTH PLTS UNDERSTOOD THE TWR TO CLR US INTO POS AND HOLD. THE FO READ BACK 'ROGER; CLRED INTO POS AND HOLD' ALONG WITH OUR CALL SIGN. WE HELD IN POS APPROX 3 MINS WHEN AN ATR ACFT PASSED OVERHEAD AS IN A LOW PASS. AT THAT POINT THE TWR INFORMED US THAT HE HAD NOT AUTH US TO TAXI INTO POS AND HOLD. WE EXPLAINED THAT WE HEAD READ BACK THE CLRNC; BUT HE REPEATED THAT HE HADN'T CLRED US. WHEN ASKED IF HE (TWR) WANTED US TO CLR THE RWY; HE CLRED US FOR TKOF. FROM THE TIME WE READ BACK THE 'POS AND HOLD' CLRNC UNTIL THE TIME OF THE ATR PASSING OVER US; NO ENGLISH LANGUAGE XMISSIONS WERE HEARD OVER THE TWR FREQ; THEREFORE; WE WEREN'T AWARE THAT ANOTHER ACFT WAS APCHING TO LAND; AND NONE WERE SEEN ON APCH AS WE 'TOOK THE RWY.' NEITHER THE FO NOR I UNDERSTAND SPANISH VERY WELL; AND SO WE WERE NOT 'IN THE LOOP' CONCERNING THE ACFT ON APCH.
