Narrative:

Climbing out of 10000 ft on the SID; right engine compressor stalled with rapidly rising egt. First officer was flying. Declared emergency with ATC. Ran complete stall/high egt qrc. Engine did not return to normal operation -- still high egt. Ran in-flight shutdown per procedure. All engine parameters returned to within limits for restart attempt. Ran in-flight engine start and engine would not accelerate above 51% N2. Shut down engine per procedure. Notified dispatch that we were single engine. Gave flight attendants cabin advisory and that we were returning to ZZZ. Made PA announcement to passenger of situation. Got vectors to ILS runway 19L. WX approximately 800 ft overcast; moderate rain; winds 170 degrees at 17 KTS gusting to 23 KTS; light to moderate turbulence on approach. Ran approach descent checklist. Captain flew single engine ILS to landing; flaps 20 degrees reference 133 target 145. Normal landing runway 19L; taxied to gate.
