Narrative:

Rls 01 fpf showed ZFW of 132.6. ZZZ1 ATIS information; xa:56Z. Pulled up runway data for runway 22L at ZZZ1; ZFW 120.1P; fuel on board (fob) 18.8; tog 138.2P. Notified dispatch who sent an amended rls 01. Taxied to runway 22L; had to send a message to load planning via miscellaneous lp with passenger count; waited 5-10 minutes for final weights. Tower changed from runway 22L to 27L. Pulled up data for runway 27L; showed a ZFW of 131.9P; tog 138.5P flaps 1. Weight manifest was received; ZFW 131858; tog 149958; mac 26.8. I added the fuel to the ZFW and came up with a tog of 150.3; confirming the weight manifest. Pulled up another runway data 27L and showed: ZFW 131.9F; tog 138.4F; flaps 1; EPR 1.31; atgw 140.9; atemp 148/64. Captain talked to coordination control who could not do anything; except try to call load planning and relay a message. We sent a message to miscellaneous lp to explain the situation. Coordination control came back to us and said the only thing they could see wrong was we needed a fwd cg to make us legal; mac 26.8. Coordination control called again and said load planning had made the necessary changes and we brought up another runway data 27L: ZFW 131.9F; tog 149.9; flaps 2; EPR 1.33; atgw 150.7; atemp 139/59. Never heard a response or received a message from load planning. Sent a message to dispatch to update the new ZFW and received rls 02. This is a dangerous situation; given runway data over 11000 pounds under actual weight with improper flap; EPR; and assumed temperature.

NEVER HEARD A RESPONSE OR RECEIVED A MESSAGE FROM LOAD PLANNING. SENT A MESSAGE TO DISPATCH TO UPDATE THE NEW ZFW AND RECEIVED RLS 02. THIS IS A DANGEROUS SIT; GIVEN RWY DATA OVER 11000 LBS UNDER ACTUAL WEIGHT WITH IMPROPER FLAP; EPR; AND ASSUMED TEMP.
