Narrative:

Bonanza handed off to mco approach left dab airspace; mco had PRM1 climbing northbound; low altitude initially. I saw out of 2000 ft thought they leveled him because of very slow climbing to 3000 ft; then noticed later the PRM1 was still climbing. Saw altitude 3300 ft estimated less than 3 mi apart; then noticed mco had turned a PRM1 away from bonanza when I saw the less than required IFR separation.
