Narrative:

Air carrier X was instructed to cross runway 9L. When he was clear; I reported runway crossing complete to local east. Aircraft X then returned to me and said he wasn't clear. I told local east; but a departure was already rolling. Air carrier X was behind the runway lines on the amass and the amass alarm did not go off.

Narrative: ACR X WAS INSTRUCTED TO CROSS RWY 9L. WHEN HE WAS CLR; I RPTED RWY XING COMPLETE TO LCL E. ACFT X THEN RETURNED TO ME AND SAID HE WASN'T CLR. I TOLD LCL E; BUT A DEP WAS ALREADY ROLLING. ACR X WAS BEHIND THE RWY LINES ON THE AMASS AND THE AMASS ALARM DID NOT GO OFF.
