Narrative:

Upon my approach to french valley airport in murrieta; ca; a wind gust/shift caused my airplane to immediately and unexpectedly descend; causing the right gear of the aircraft to contact the ground approximately 4 inches short of the runway. Everything would have been fine; but for the fact that a contractor had been grading the area and had lowered the dirt at the end of the runway causing the paving to be substantially higher than the run-off area. When my right wheel hit the runway; it caused the right main gear to collapse causing the aircraft to veer right and skid along the grass area next to the runway before coming to a complete stop. There were no injuries. From the air the graded surface blended with the runway to make it appear as if it were one level surface. The area should have been marked (it was not) and the threshold displaced by the airport operator. A hazard was created which was unknown to pilots. Had this occurred without the construction; there would not have been any problem; in that my wheels would have normally rolled onto the paved runway.

Title: PLT OF MID WING SMT ENCOUNTERS DETERIORATING WIND CONDITIONS ON SHORT FINAL WHICH RESULT IN TOUCHDOWN SHORT OF THE RWY. R MAIN GEAR STRIKES END OF RWY SURFACE AND COLLAPSES CAUSING ACFT TO VEER OFF RWY ONTO THE GRASS.

Narrative: UPON MY APCH TO FRENCH VALLEY ARPT IN MURRIETA; CA; A WIND GUST/SHIFT CAUSED MY AIRPLANE TO IMMEDIATELY AND UNEXPECTEDLY DSND; CAUSING THE R GEAR OF THE ACFT TO CONTACT THE GND APPROX 4 INCHES SHORT OF THE RWY. EVERYTHING WOULD HAVE BEEN FINE; BUT FOR THE FACT THAT A CONTRACTOR HAD BEEN GRADING THE AREA AND HAD LOWERED THE DIRT AT THE END OF THE RWY CAUSING THE PAVING TO BE SUBSTANTIALLY HIGHER THAN THE RUN-OFF AREA. WHEN MY R WHEEL HIT THE RWY; IT CAUSED THE R MAIN GEAR TO COLLAPSE CAUSING THE ACFT TO VEER R AND SKID ALONG THE GRASS AREA NEXT TO THE RWY BEFORE COMING TO A COMPLETE STOP. THERE WERE NO INJURIES. FROM THE AIR THE GRADED SURFACE BLENDED WITH THE RWY TO MAKE IT APPEAR AS IF IT WERE ONE LEVEL SURFACE. THE AREA SHOULD HAVE BEEN MARKED (IT WAS NOT) AND THE THRESHOLD DISPLACED BY THE ARPT OPERATOR. A HAZARD WAS CREATED WHICH WAS UNKNOWN TO PLTS. HAD THIS OCCURRED WITHOUT THE CONSTRUCTION; THERE WOULD NOT HAVE BEEN ANY PROB; IN THAT MY WHEELS WOULD HAVE NORMALLY ROLLED ONTO THE PAVED RWY.
