Narrative:

Departing pns and level 15000 ft, departure control called out crossing crj traffic at 16000 ft. Captain acquired the traffic visually and informed ATC. ATC then issued a 'visual climb' to FL200, maintain visual separation with crj. First officer began a climb after understanding ATC and stated 'climb to FL200.' TCASII alert began at 15300 ft and first officer leveled at 15500 ft. Traffic passed behind at 2 mi and 500 ft. Corrective actions: 1) both pilots and controllers should avoid nonstandard phraseology. 2) both pilots should voice concurrence on any vertical/lateral movement toward any crossing traffic. 3) ATC should not issue visual clrncs to converging aircraft in close proximity. 4) TCASII equipment worked well coupled with the training flight crews believe to respond to TCASII RA's. This training and equipment should be mandatory for all aircraft. Supplemental information from acn 642142: I acquired the traffic visually and reported same to ATC. Controller gave us a 'visual climb' to FL200. I was watching traffic. The co-pilot initiated a slow climb initially, which I did not notice immediately. TCASII alerted and I saw altimeter passing 15300 ft in a climb. The co-pilot (PF) leveled off at 15500 ft as traffic passed behind us. He thought we were to expedite climb to get above the traffic altitude. Decided no movement should begin towards traffic without verbal concurrence on a plan by both pilots.

Narrative: DEPARTING PNS AND LEVEL 15000 FT, DEP CTL CALLED OUT XING CRJ TFC AT 16000 FT. CAPT ACQUIRED THE TFC VISUALLY AND INFORMED ATC.
