Narrative:

During landing at tph on 1/2 mi short final, runway 15, observed county maintenance truck on runway 15 about 1500 ft from approach end. People around the truck appeared to be performing runway maintenance. Flew over runway at 500 ft afl, performed go around and landed on runway 29. People near truck on runway were not responsive to radio calls on CTAF/unicom. Airport had no NOTAMS issued for runway closure, maintenance, etc. Fueler at FBO expressed serious concerns about non-cooperation of airport manager regarding publishing NOTAMS re: runway crews, or even giving them radios for the trucks on the runway to monitor CTAF frequency. Reported incident to las FSDO, and regional safety program manager.

Title: AN LR36 FLT CREW PERFORMS A GAR AND LNDG ON OTHER RWY 29 WHEN MEN AND EQUIP ON APCH TO LNDG RWY 15 AT TPH.

Narrative: DURING LNDG AT TPH ON 1/2 MI SHORT FINAL, RWY 15, OBSERVED COUNTY MAINT TRUCK ON RWY 15 ABOUT 1500 FT FROM APCH END. PEOPLE AROUND THE TRUCK APPEARED TO BE PERFORMING RWY MAINT. FLEW OVER RWY AT 500 FT AFL, PERFORMED GAR AND LANDED ON RWY 29. PEOPLE NEAR TRUCK ON RWY WERE NOT RESPONSIVE TO RADIO CALLS ON CTAF/UNICOM. ARPT HAD NO NOTAMS ISSUED FOR RWY CLOSURE, MAINT, ETC. FUELER AT FBO EXPRESSED SERIOUS CONCERNS ABOUT NON-COOPERATION OF ARPT MGR REGARDING PUBLISHING NOTAMS RE: RWY CREWS, OR EVEN GIVING THEM RADIOS FOR THE TRUCKS ON THE RWY TO MONITOR CTAF FREQ.
